Got it from the news.    They called it a moscow cloud since this circular cloud appeared in moscow and still people are wondering about this cloud.   However, an official spokesperson for Moscow’s weather department said, “That this is the effect produced by several fronts have been passing through Moscow recently, there was an intrusion of the Arctic air too, the sun was shining from the west”.
